Gazprom deceide to implement a large gas processing and liquefaction project in the Gulf of Finland
Moscow, Neftegaz.RU. Gazprom and RusGazDobicha, a subsidiary of the National Chemical Group (NHG), decided on the final configuration of the project to create a large gas processing and production of liquefied natural gas (LNG) near the city of Ust-Luga in the Leningrad Region.
The decision on the final configuration of the project means that Gazprom and RusGazDobtycha have moved to the project implementation stage. The project is conceived as very large - the LNG processing and production facilities will be concentrated on a single site, and subsequently gas-chemical production facilities, but they are not covered by this project. The company's revenue is estimated at more than $ 4 billion / year. Investments in the project are expected in the amount of more than 700 billion rubles.
The raw material for the enterprise will be ethane-containing natural gas, produced by Gazprom from the Achimov and Valanginian deposits of the Nadym-Pur-Taz field. Recall that the development of gas-chemical production on the basis of these resources provides for a memorandum of intent signed by Gazprom and RusGazMining in May 2017.
The project provides for the construction of a gas processing plant (GPP) with a capacity of 45 billion m 3 / year of gas. A part of the gas cleaned from impurities will be delivered to the LNG plant, whose capacity will be 13 million tons / year. Earlier it was reported that the capacity of the plant will be 10 million tons / year with the possibility of increasing to 15 million tons / year. However, in December 2018, the head of Shell in Russia S. Kremers announced a figure of 13 million tons per year of LNG (2 production lines of 6.5 million tons per year). It is also planned to produce up to 4 million tons / year of ethane and more than 2.2 million tons / year of liquefied hydrocarbon gases (LPG). The natural gas remaining after processing (about 20 billion m 3 / year) will be sent to the gas transmission system (GTS) of Gazprom.
The operator of this large-scale project will be RusHimAlyans, a special-purpose company created on a parity basis by Gazprom and RusGazDobycha. Among the priority tasks of the operating company are the preparation of design and working documentation, the start of land management at the leased site in the southern part of the port of Ust-Luga (1,400 hectares). It is also planned to create a contractual scheme of the project, determine the EPC contractors and place orders for equipment with a long production cycle.
The complex will process the ethane produced by the plant, producing more than 3 million tons / year of polymers. The project will be implemented without the participation of Gazprom, the scheme will be similar to the project of the Amur GPP / Amur GHK. RusGazDobycha will independently invest in the construction of the gas chemical complex in Ust-Luga. The special purpose company will be the Baltic Chemical Complex.
