Transneft

Novorossiisk Urals crude sees higher level of organic chlorides, still on-spec
Russian Urals crude loading out of the Black Sea port of Novorossiisk contained higher levels of organic chlorides in cargoes loading over the past week but remained within its specification, trading sources said Tuesday.
"It is within the limit but the quality is worsening," one Urals trader said, adding that the level of organic chlorides has jumped to 5-7 ppm in the naphtha cut of the medium sour crude, from more typical 1-2 ppm levels.
The standard Urals specifications allows up to 10 ppm but most refineries begin to have issues running the crude unblended after 3-4 ppm, according to sources. Organic chlorides become corrosive at temperatures exceeding 140 degrees Celsius and can damage refining equipment.
Contamination of Russian crude by organic chlorides was first detected in Russia's neighbor Belarus in April, originally affecting supply to Belarus, Ukraine and Central Europe through the Druzhba pipeline.
That was later extended to cargo loadings at Ust-Luga, while Novorossiisk had not seen any quality issues previously.
As part of the clean-up, Russian pipeline operator Transneft had said it planned to blend contaminated crude from the Druzhba pipeline with clean crude for further exports via Novorossiisk, while pledging to ensure the quality of its export blend meeting Urals specifications.
A representative from Transneft declined to comment further on the issue on Tuesday.
Trading sources said buyers of Novorossiisk Urals cargoes had not been asking for quality assurances or discounts on purchases but were monitoring the situation carefully for further development.
"It is well within the spec, so no discounts," a second Urals trader said.
