石油设备网讯 据世界天然气网站6月11日消息 俄罗斯国家专家评审委员会(Glavgosexpertiza)已批准为北极液化天然气2项目建造Utrenneye终端。
Glavgosexpertiza周一表示,其专家研究了喀拉海鄂毕湾Utrenneye终端的设计和建造文件。
该组织补充称,Glavgosexpertiza根据专家提供的结果得出了积极的结论。
Utrenneye终端将建在Yamal-Nenets自治区格登半岛的西岸,诺瓦泰克的Salmanovsky(Utrenneye)油田停泊设施正位于此。
该油气田已探明储量约为1.98万亿立方米天然气和1.05亿吨液态烃,将成为北极液化天然气2项目的资源基础。
根据Glavgosexpertiza提供的信息,终端的系泊综合设施和陆上设施的建设将分七个阶段进行。在前三年,联邦政府所有的基础设施包括深水通道、为破冰船和货船提供导航的辅助设施将被建造。
在剩下的四个阶段中,将开展港口设施的建设和重建工作,包括在人工土地上新建泊位、重建现有终端和建设陆上基础设施,同时还包括沿海基础设施等。
在北极液化天然气2工厂于2022年竣工之前,Utrenneye终端将储存用于液化天然气生产的施工货物、燃料、润滑材料和设备以及用于Salmanovsky (Utrenneye)油气田开发和运营的工业货物。
由于工厂的施工进度紧张,货物将全年运送至现有泊位。
Utrenneye终端建设工程的融资将由俄罗斯联邦预算和投资者提供的资源以26.57%至73.43%的比例提供。
北极液化天然气2号项目是诺瓦泰克继大型亚马尔液化天然气项目之后的第二个大型液化天然气出口项目。

Russian authorities approve Utrenneye terminal construction
Russia’s General Board of State Expert Review (Glavgosexpertiza) has approved the construction of the Utrenneye terminal for the Arctic LNG 2 project.
Glavgosexpertiza said on Monday that its experts studied the design and documentation for the construction of the Utrenneye terminal in the Ob Bay of the Kara Sea.
The organization added that the results provided by the experts of Glavgosexpertiza issued positive conclusions.
The Utrenneye terminal will be built on the western shore of the Gydan peninsula in the Yamal-Nenets Autonomous Region, where berthing facilities of Novatek’s Salmanovsky (Utrenneye) field are located.
The field with proved reserves of about 1.98 trillion cbm of natural gas and 105 million tonnes of liquid hydrocarbons is set to become a resource base of the Arctic LNG 2 project.
According to the information provided by Glavgosexpertiza, the construction of the mooring complex and the onshore facilities of the terminal will take place in seven stages. During the first three, the federally owned infrastructure facilities including deep-water access canals, aids to navigation for servicing icebreakers and cargo ships will be built.
In the course of the remaining four stages, work will be carried out on the construction and reconstruction of the port facilities, including the construction of a new berth on an artificial plot of land, reconstruction of the existing pier and construction of onshore infrastructure facilities. This will also include coastal infrastructure facilities.
Before the construction of the Arctic LNG 2 plant is completed in 2022, the Utrenneye terminal will accept and store construction cargo, fuel, lubrication materials and equipment for LNG production as well as industrial cargo for the development and operation of the Salmanovsky (Utrenneye) field.
Due to the tight construction schedule for the plant, the cargoes will be delivered all-year-round to the existing berths.
Financing of the works on construction of the Utrenneye terminal will be covered by the federal budget of the Russian Federation and resources from investors in a 26.57 percent to 73.43 percent ratio.
Arctic LNG 2 is Novatek’s second large scale LNG export project following the giant Yamal LNG project.
