石油设备网讯 据普氏能源资讯2019年6月17日悉尼报道,日本公用事业公司九州电力公司周一表示,该公司已与澳大利亚私营企业越界公司(Transborders)达成协议联合开展一项研究,利用浮式液化天然气(FLNG)船开发澳大利亚境内难以动用的天然气资源。
越界公司表示,该公司将与九州电力公司合作进行预先FEED(前端工程和设计)活动、预先谈判关键商业条款和寻求FLNG船部署机会。
越界公司称,当这项研究在2019年完成时,越界公司将能够在FLNG船部署后24个月内将一系列难以动用的天然气资源转变为投资准备状态,同时还允许LNG买家获得有竞争力的LNG供应来源。
越界公司总经理戴恩查说,来自这个项目的第一批天然气预计将在2026年投产出,FLNG的设计年产能为130万吨。
戴恩查说:“我们的主要目标是在澳大利亚管辖范围内寻找开发难以动用的天然气资源机会。在这样的背景下,我们正在与几家天然气资源所有者进行讨论。”
戴恩查补充说:“我们也可以考虑把FLNG船部署到海外。如果不在澳大利亚管辖范围内,我们将需要与能够帮助我们通过监管审批程序的某人合作,以便及时达到最终投资决定(FID)并随后交付我们的FLNG项目。”
越界公司还与TechnipFMC公司和Add能源公司签署了协议以便开始技术上的预先FEED工作。去年5月,越界公司的FLNG计划得到了澳大利亚联邦政府的支持,并获得了允许快速跟踪监管过程的重大项目地位。

Japan's Kyushu teams up with Transborders to develop FLNG projects in Australia
Japanese utility firm Kyushu Electric Power has joined a study with private Australian company Transborders to develop hard-to-reach gas resources using floating LNG vessels, focused initially on Australia, Transborders said Monday.
Kyushu has been brought in to collaborate on pre-FEED (front-end engineering and design) activities, pre-negotiate key commercial terms and pursue FLNG deployment opportunities, Transborders said.
When the study is completed in 2019, Transborders will be able to convert a range of stranded gas resources into an investment-ready state within 24 months of deployment, while also allowing LNG buyers access to competitive LNG supply sources, it said.
First gas from the project is expected in 2026 and the FLNG design capacity is 1.3 million mt/year, Transborders' managing director Daein Cha said.
"Our main focus is to pursue stranded gas resource opportunities within the Australian jurisdiction. In such context, we are in discussions with several gas resource owners," Cha said in an email to S&P Global Platts.
"We can also consider deploying overseas. If outside the Australian jurisdiction, we will need to partner with someone who can assist us for navigating through the regulatory approvals process to reach timely FID and subsequently deliver our FLNG projects," Cha added.
Transborders has also signed agreements with TechnipFMC and Add Energy to commence the technical pre-FEED work. In May last year, Transborders' FLNG plan got Australian federal government backing and was granted Major Project Status that allows fast-tracking of the regulatory process.
